Demands for prevention in the 2025 federal election

Germany's spending on healthcare is higher than in any other European country. Nevertheless, life expectancy in this country is 81.2 years below the EU-wide average. Despite high spending, the results are therefore often worse than in other countries, which sometimes achieve significantly better health results with less funding. What is remarkable is that only 3.5 percent of spending on health protection in Germany is invested in prevention and early detection. It is therefore urgently necessary to shift the focus in healthcare away from simply treating illnesses towards prevention and a health-promoting lifestyle.

In order to strengthen the perception and use of health care measures in the future, the following measures are required:

1. Develop a holistic prevention strategy

Prevention must play a higher role in the entire care system by developing a holistic prevention strategy. This includes concrete suggestions for integrating prevention measures into the everyday lives of all citizens and the inclusion of health education and exercise opportunities in educational institutions for children and adolescents. 2. Remove existing barriers

Financial benefits are usually paid in advance. This is not socially fair and discriminates against people who do not see themselves up to the bureaucratic burden or do not have the financial resources. The regulation therefore means that fewer prevention services are being taken up. In order to strengthen prevention, a system must be developed in which health insurance companies ensure direct reimbursement of costs for analog and digital prevention services.

3. Expand information about prevention services

There is currently no uniform overview of all available prevention services for patients and service providers. This lack of information also means that fewer people are taking preventive measures than would be possible. There is therefore a need for a central, cross-insurance list of all prevention offers that can be easily accessed online. In addition, the visibility of health care measures should be improved through integration into the EPA. A further developed ePA, which informs and guides patients with a treatment management cockpit, can significantly contribute to health promotion.

Health care and prevention measures can effectively help prevent illnesses or reduce the severity of the disease. They thus ensure a better quality of life and less suffering and reduce burdens on the healthcare system.
